| May never got as far as publishing a bill. MPs now have to make sure that the text of the bill agrees with their understanding of the withdrawal agreement - a complex job, as it involves studying the wording of statutes to which the bill refers. There's no way the whole thing could have been adequately done and dusted in 3 days. Bills to implement important European treaties can take months to pass all the stages. Let's face it, the attempt to impose a farcical 3-day programme was due only to Johnson's need to save face and avoid the humiliation of missing the do-or-die deadline he set for himself. He left himself very little time to meet the deadline because he quite clearly wanted a no-deal exit and never negotiated seriously with the 27 until he was outfoxed by the Benn Act. Then he realised the only way to avoid an extension was to negotiate in great haste and bring forward the Withdrawal Agreement Bill, given that his deal failed to be approved and couldn't be brought back in the same form. |
