| Land in central London is too valuable to waste on more roads + area required for a tunnel portal to get from the surface to below ground. Certainly on the N side of Hammersmith Bridge, land there can be used for commercial/retail/residential and if there was a choice between this and a road, the local council will always go for commercial/retail/residential because it simply generates more money than a road (even a toll road). One of the reasons why the original Ringway motorway scheme was scrapped was because of the huge cost to acquire property in Chiswick just to knock down and build a road/tunnel. |
