| Francis, I think you may be wrong that the bridge is owned by the City of London Corporation. The most recent upgrade about 15 years ago was paid for by RBKC and TfL. There was a proposal back in 1973 to pedestrianise it under what was then the GLC. The campaign against was led by Diana Dors with the poet Robert Graves leading the move to close it to traffic. Since the closure a couple of days ago there has been heavy traffic northbound on Battersea Bridge and southbound on Chelsea Bridge during rush hour with Chelsea Embankment solid. The rain can't have helped but it looks like it will be a difficult time for the area until it reopens. |
