That may or may not be true but I doubt traffic patterns have changed so much to make an overwhelmingly positive cost benefit analysis a negative one - as Mr Slaughter continues to lobby for reopening he certainly doesn't seem to think so. However, this is largely irrelevant. As Mark points out, prioritising investment projects by this method has led to spending being skewed in favour of London. Hammersmith Bridge will probably deliver more benefit per pound spent than the other projects that it is competing for funds with but the government has been quite clear about the relatively higher importance that it gives to the regions. |
