| Why would anyone have so much rubbish to dispose off while out and about? The stuff I usually see dumped in H& F is stuff that is bulky and not the remains of a meal or a drink. A lot of people don't take responsibility for the waste that they make. Don't emcourage them. Fine them and keep pushing for Govt to hurry up with the promised deposit return system (DRS) to give an incentive and make it easier for on-the-go drinkers to recycle their cans and bottles. Neighbours all know the homes which don't take responsibility for their own waste because they have to walk through it. Councils generally have enforcement officers who can deal with this when alerted. Unlicensed HMOs (Houses in Multiple Occupation) or businesses without a business waste contract which they have to have are often the problem which needs yo be sorted out at source. |
