The Govt controls the amount that Councils can increase Council Tax by and can also stipulate what for eg I remember for it being for social care which is desperately underfunded - and the joining up up social care and NHS care has been discussed but has not happened. We don't all use all of the services all of the time and some never use some of the services. There are more ways to legally get rid of the stuff that you no longer want. Kerbside recycling has exponentially increased for most households in the types of unwanted things you can have collected.
