The tragedy of this is that much of military aid from the US is from stocks so the dollar amount is an accounting item. If the equipment is not donated it is likely to be scrapped, for instance they have been junking some of the older ATACMS systems that would have been invaluable to the Ukrainians. Assuming the war remains a static and attritional one then it is manufacturing capacity that matters. The Russians currently have a significant advantage in key items such as 155mm shells but both Europe and the US are bringing on significant extra capacity but this takes time. The US has done this more quickly because it owns the munitions factories but, if the shells aren't being sent to Ukraine, they are just going to be gathering dust in warehouses waiting for the kind of war America is unlikely to fight. If Trump wins, the US army will point out to him that he can support Ukraine and be the hero at virtually zero cost to the US taxpayer. |
