The vote is to leave the EU, it isn't a vote to restrict immigration. If the UK votes to leave the EU but joins the EEA under terms of full freedom of movement (like Norway), then there will be no change to the current immigration policy. There won't be a referendum for every trade deal. Politicians will decide on trade deals and they may decide on arrangements that mean there will be no change to immigration policy if they believe it is more important for the UK to get the best trading terms. |
