It is not too difficult to see parallels with 1920s US alcohol prohibition. Once it became legal to sell alcohol again in 1933 organised crime was greatly reduced. The legalisation did not lead to mass alcoholism and ill health - in fact the quality of properly licenced alcohol was superior to the bootleggers output. Crime is always with us but if we create the conditions for organised crime to flourish (as with illegal drugs, gambling or alcohol) then flourish it will. |
