Democracy doesn't mean that everyone can do what they like. That's called anarchy, and the 68-year-old man was head of anti-royal anarchist group 'The Government of the Dead'. The three people arrested, one of whom was said to be dressed as an executioner, had a working guillotine and were reported to be planning to 'execute' in the street effigies of Prince William, the Queen, Charles and Camilla. On a day when the vast majority were celebrating the wedding, it could well have turned nasty. 'Conspiracy to commit a public nuisance and breach of the peace' sounds about right to me.
