Philippa, I asked the same question and was told its sometimes raised at road shows etc. I agree that some residents use a dustbin or wheelie bin to store their black bag waste but that's their call. Most residents actively recycle and some have built discrete storage facilities to store their waste pending collection - now rendered potentially obsolete. LBH has to increase its poor recycling rate, the lowest in west London. It costs them £105 per tonne plus in landfill charges. There are legislative obligations it must meet too. Its quite obvious which properties don't recycle. A mandatory imposition of WB's at significant cost in a trial devoid of data or research and without consultation is not the right approach. Not an effective use of £15k plus either Earlier LBH papers concede that some properties such as terraced houses are not suitable for WB use. No mention in the WB LBH report and residents are naturally angry and concerned. Richmond Council have the highest local recycling rate insist that all recycle and have a very useful website page. To supply WB's across LBH would cost £2m plus a new fleet of trucks. Have you noticed how quickly our contractor collects the black bags? Imagine having to wheel each one to a truck. |
