Here's my theory, but it's just an unsubstantiated theory, no proof. LBH have just signed a contract with SERCO to manage outsourced services for 3 boroughs (LBH, Ealing, Brent). The main contract for SERCO is parking services (ticketing, penalties, etc), but they also manage multiple other "Local Services", including waste collection. it is possible that SERCO explained that over time, they would like to add multiple other service contracts to the basic parking services, perhaps waste management and refuse collection. IN that event, SERCO already have a fleet of collection vehicles which are designed to collect wheelie bins of a certain shape and size. It would make a lot of sense if the entire LBH area could move to these standard wheelie bins as this would avoid SERCO having to introduce alternative ways of collecting refuse, or (god forbid) hire actual people to carry bins, bags, etc. From an economic point of view - especially for SERCO - this seems a sensible theory. however, the council would then have to explain WHY all their residents were being forced to adopt wheelie bins when it doesn't seem to make any sense. So maybe (just maybe, this is only a theory), they were advised that a really good way of getting it through is to say that it's all about foxes, vermin, recycling, improving the street scene, and so on. Nobody has to believe it, but it gives the scheme a veneer of good intentions which are difficult to argue with. |
