| 1) Why do people put black bags outside their house? What is wrong with putting the dustbin(s) there (thus avoiding the vermin problem etc)? The guys take mine, empty it and leave the top off thus showing it has been emptied. Works a treat. I am, of course, assuming everyone has a dustbin. If not, where do they keep their rubbish? 2) I assume I can put black bags into my wheelie bin if I get one - not that I want one as I fail to see the benefit in terms of improvement to my recycling rates. That logic (sic) does not fly. 3) "Any lost or stolen bins from households will be replaced free of charge the first time they go missing. On the second or subsequent time they go missing, the resident will be required to cover the cost of the bin at £15 each." Whilst I don't have a problem at the moment with people nicking my dustbin and whilst I have no idea at all why someone would want to half-inch a wheelie bin, why should I get charged £15 if mine is stolen twice? It's not like there is a booming second hand marketplace for these things so it will undoubtedly be a prank of some sort. Would I need to put a tracker on it to help the police find it? |
