| This is crazy. You can see on a Wednesday morning that most people have far less than 140 litres of black sack rubbish, so how will the wheelie bins encourage more recycling? Problems with vermin and foxes are because people don't recycle food waste properly. Wheelie bins are impracticable for streets with Victorian terrace houses, and their height makes them impossible to hide if kept in a small front garden. How is that meant to improve the street scene? The report by the "Director of Regeneration, Economic Development and Environment" (!) makes no mention of any disadvantages, or of the risk that it may actually reduce recycling rates. It doesn't contain any reference to the results of similar trials elsewhere. If that report was presented to me as the basis for a decision, I would reject it as inadequate. |
