Thanks for mentioning it. I see that it isn't only Chiswick Riverside that is being picked on - it is 5 wards throughout the borough (7,500 households in all - presumably around 1500 in each of the selected wards ; does that keep one specialised vehicle in use for wheelie bins for 5 days a week ?) I can appreciate the benefits of vermin reduction by stopping foxes attacking black bags left on the street - but I'm not sure that the one-size-fits-all approach of offering everyone a 140 ltr wheelie bin and banning the pick up of black bags is sensible. (Sorry, I see that you can choose to have a 250 ltr bin if you apply). I can think of situations where trundling a 140 ltr bin would could give residents considerably more hassle than depositing a small carrier bag sized sac at the end of their property. For many, sharing a 250 ltr bin between 4 or 5 households might be preferable. It all depends on different circumstances. And I'm not convinced that the proposal will encourage more recycling (and the report doesn't seem certain of this either) "It is expected that the trial will demonstrate significant future savings to the Council. This is as a result of the reduction in waste that is expected from these households, who as a result of a reduction in the capacity of the rubbish collection will recycle more of their waste. There is however a limited number of case studies where Councils have moved from a black sack collection to a bin, without also opting for a fortnightly rubbish collection. " The use of a protractor to check whether the bin lid is open by more than 45 degrees and the associated education processes sound a bit unworkable ! |
