Stew, when I lived in Italy I remember that the Pope was (is?) considered to be a head of state, complete with borders for the Vatican state and customised Lire currency (at the time). Happy to stand corrected if things have changed. Italy needs to treat him that way so that, as a "foreign head of state" he doesn't interfere with Italy's state matters. It's all very theoretical, of course, as in practice governments always have to take him into consideration, if only because many in the electorate follow him. I still agree that he's not very relevant to this country and we shouldn't pay such a huge amount of money to have him here, though. |
