In Hownslow we have blue bags for the paper to stop it from blowing away and it serves as a lid to keep the rest in the box clean and dry.
If textiles are in a plastic bag under the blue bag they can't be seen and the same with electricals. It also prevents people from throwing the remains of take away foods in, crisp packets etc.
Ealing are saying that textiles and batteries will have to be left next to the recycling bin but that won't work either especially if it rains and it's likely to go with the refuse when it's all crammed into a small space.
Also the bins must not be put out on the pavement. They will be taken from the garden and replaced carefully! Not that there'll be any plants to damage!
