| The Gov put it out to the councils to try what they thought best so they are all doing something different much to everyone's confusion. We aren't living in the war years now and are encouraged to spend, spend, spend and if the money's there it will be. Buying clothes etc which are never even worn or used, which is why the charity shops are so well off here. We can't change that but we can recycle nearly everything. All households have to have recycling facilities by law but it's up to the local authorities how it's to be done. Failing to replace missing containers is a minor hiccup with Hounslows contractors which we hope will be resolved soon. We can however manage with carrier bags left next to green boxes as we can if we've more than will fit into the boxes. I've been putting mine next to a sympathetic neighbours for the last 3 weeks and it's all been collected. With addressed sacks for scanning whoever is occupying and using the sacks at that address would have to pay for not complying, including students. I watched the first of the BBC series and groaned. Such a performance over something that's actually so simple. I didn't watch the rest. Businesses have to pay for bins and sacks whether from the council or from private contractors. The councils supply for all residences by law but they have the legal right to supply their chosen containers and say how our waste must be presented. Hence an uprising over wheelie bins. WRAP is the Govs place for controlling excess packaging and all complaints are welcome. |
