I really do not think the process has ever been as democratic as some think. From watching the Labour group in Ealing the general view is that few people want the role of Mayor - it takes up alot of time and sure you get a decent allowance, but it means you are non-political for a year. Yes, it is an honour to be the 'first citizen' of the Borough, but most of the Mayors have been long standing Councillors, some of whom may be near to retiring. Its more a recognition of services given over the years.
