Elizabeth If any members of SDC were literally asleep during the discussion, and you can substantiate the fact, this should be brought to the attention of the Court. It is a legal requirement that all members are present during the entire duration of a discussion if they are to vote upon it. I would imagine the Court would interpret "present" as actually being awake rather than just the member's body physically resting upon a chair somewhere in the room. This having been said if you had had the misfortune to witness the "debate" over the Mogden expansion proposal you would probably take the view that the difference between being asleep, or awake in the sense of being open-eyed whilst still almost entirely uncomprehending, is actually quite negligible. |
