I don't know Iain Muir, but is there a reason you think he could know more than you do? I have commented on the tendering process not barring consultation a number of times and have not received had any response. Until I get a comment I will assume I am right in thinking that it doesn't exclude consultation at pre-tender phases, although the process doesn't require that consultation must take place (e.g. in the way I believe the Health and Social Care Act now requires when a health service provider is changed). I ask this question to understand whether the Council is justified in quoting the EU process as a reason for not having more detailed consultations. And although I would appreciate an official answer from any Councillor, I would prefer it to be from a Chiswick councillor addressing his or her constituents. Nothing personal Paul, just that I think it would be nice to hear from our own councillors on a decision affecting Chiswick Library. |
