I don't think the issue is only one of being able to oppose - but also to provide constructive suggestions that may have been missed. That seemed to be the gist of the quote from Cllr Lynch I gave in previous post when he was in favour of open consultation at an early stage of the previous library redevelopment plan. In this case, the nature of the contract and reasons for changing from CIP are also issues, not just the physical design. The move from a charitable contractor to a private sector one has cost (charitable status) and other implications. On the face of it, putting a company known for its building and property development in charge of parks and the library at least requires discussion before the deed is done. The apparent ban on any councillor discussing this in public (the only conclusion I can draw from the resounding silence on the forum from councillors, even when serious practical concerns were raised on one thread about book provision)has added to as sense that deals have been done behind closed doors and we will be the last to hear about the decision. |
