On urban roads, whether limited to 20, 30 or 40 mph, there are likely to be far more things going on that a driver needs to be alert to than on an open country road or motorway where you are much less likely to have pedestrians, cyclists, buses pulling out, etc. etc. On those sort of roads the driver can assess what is happening some distance ahead, which is much harder to do in a busy urban environment. Even at 20 mph a glance at the speedo could distract the driver's attention long enough for a child to run out in front. The real answer would be for all new cars to have a limiter fitted that the driver could set to the speed limit and the car would then be unable to exceed that limit until the driver manually cancelled the limiter - similar to cruise control but without the automatic cancelling when you brake. The technology would not be difficult to provide if the political will to require it existed. |
