James, I've not posted because I was, as you know seeking clarification from you and others. WLWA MD. He responded earlier this week. He's not unsure of the issues as you imply. He does not directly manage any sites owned by local borough members. He had an excellent relationship with all. Townmead as you know is run and owned by Richmond. LBH residents can use it as others have mentioned. I have in the past. I'm not quite sure, nor are others why, as you say you, had such a robust challenge when you visited. Perhaps the LBH green bags may have incited some one having a bad day we'll never know. Now you know LBH take 4 green bags your potential problems are now assuaged- for the time being. LBH are to charge £50 per year for green waste limited to two green bags or one WB of course with the lid closed. A formal answer is as follows- Yes, any resident from one of the WLWA constituent boroughs can deposit household waste free of charge at Richmond's Townmead Road site. Household waste would most easily be defined as black bag or wheeled bin waste or bulky items for recycling. Residents taking DIY waste, rubble or soil will be charged at a commercial rate. This policy of charging is common practice across the WLWA area. However, Richmond allow their own residents to take in limited amounts of DIY waste (up to 8 sacks), but do not extend this exception to out of borough residents. 'Any WLWA resident planning to visit a site, particularly one outside of their own borough, would be well advised to check the website before going to the site. I think that the guidance on the Richmond site is quite clear. Hope this helps to resolve the issue, but please let me know if you require anything further.'
