The Richmond Borough Website on conditions and charges for use of Townmead seem pretty clear and transparent to me. There are no charges for domestic waste brought in a car if you can provide evidence of being resident in HB. However if you go to the site rules, specifically rule No 8 it states "The site manager’s decision as to whether waste will be admitted at all or if it is waste for which a charge will be levied is final." Or in other words if you get denied to dump by a little man with overblown sense of authority in a role that gives him carte blanch to run a little fiefdom as he so chooses then you are scuppered. The only question remaining is that the King of Townmead whilst within his right to deny access to the dump is not free to run an extortion racket on behalf of Richmond Council and once denial to dump was issued should not then have offered access to dump household / garden waste only after receipt of an unauthorised / uncategorised payment - this could be construed as attempting to perpetrate a fraud (defrauding the dumper and Richmond Council)for the purposes of personal gain. |
