That may well be the case assuming there is no change of use otherwise, for the reasons outlined above, they would have to submit a planning application. Given the necessary consultation period, even assuming the council agreed to accelerate the proposal to the max, M&S wouldn't get access to either of the car parks until July at the earliest. There is the additional risk that the application would be declined and, for a project of this size, you would have thought those in charge would have secured the space in advance rather than leaving it to chance. If that isn't the explanation for change of policy on Flower Market parking, then it is hard to see what is. The Biddolph Bashers (thanks Mark for that one!) would like to blame her for every bad thing that happens in Chiswick but she and the residents' group complaining about market parking won't have failed to recognise that the Bond Street arrangement made things better not worse. Her claim not to have been aware of this move until it was revealed at the licensing meeting seems credible. This coming Sunday those vans and lorries will be parked on the road, further squeezing available space. The council says lots of positive things about the Flower Market. This would be more convincing if they were to give the volunteers that organise it a fuller explanation of why they have taken a decision that makes their job more difficult and seems to benefit nobody. |
