Under the Town and Country Planning (General Permitted Development) (England) Order 2015, certain temporary uses of land are allowed without the need for planning permission. Specifically, Class B of Part 4 permits the use of land for any purpose for not more than 28 days in total in any calendar year, with certain restrictions. It is this provision which is used to enable the markets in Chiswick but it cannot be used for what M&S may be considering. |
