| My understanding is that if the space is used for another purpose e.g. for storing building materials/waste or a site office this would constitute a change of use even if it was only temporary. If M&S just wanted to use the space for parking site workers' vehicles and mobile construction equipment then no planning app would be necessary. Planning rules don't apply to the public highway so council's can suspend parking there e.g. for a skip much more easily. |
