Your understanding is wrong. As far as traffic regulations are concerned, there is no difference between a parking space on a public road and a parking space in a public car park. They can be suspended temporarily and used for other purposes. The car park in Old Market Place is an example. Parking is suspended temporarily on market Sundays and it is used for a market. So according to you, that is a change of use and would need planning permission? Markets in themselves need a licence but no licence is needed to store a pile of bricks. The only difference between temporarily suspending car parking in Old Market Place and temporarily suspending parking in Bond St car park for construction materials would be the duration of the temporary suspension. |
