I think Birna is right and none of us *wants* to believe that the police won't respond to an emergency but our 999 services are breaking down. I was at a party 10 days ago where a woman passed out and, in falling, audibly cracked her head on a brick step. Obviously we dialled 999 and asked for an ambulance and then found ourselves 'on hold with the ambulance service' for some minutes. Okay, it was Saturday night but only about 8:30 so far from their busiest time. (She was fine, by the way, though she spent the night in hospital).
