| David, as I understand it the planning applications for these events were submitted at the end of last year and due to be consider in January or February. However, there was then a formal request for a review of the licence which was granted. This required both parties to submit detailed evidence and for it to be reviewed and a decision to be made. This wasn't completed until last month by which time there was no opportunity to convene a Licensing Panel before the election. You may be right and this process took longer than it should due to bureaucratic inertia, I simply don't know. However, it seems to me unlikely. The council would have known it could end up on the hook for bailing out the CIC so would have been desperate to do all they could to get these permissions through on time. The more likely scenario to me seems like the objectors cleverly timed the review to cause maximum impact. |
