I am sure there is common ground Bill but the trouble is, you keep getting things wrong and your belief that the council needs to approve a private land owner renting out parking space on their land  is just one example.

The planning application for the Brentford stadium defined the number of parking spaces provided at the stadium and developments around it.  The council did limit these spaces based upon policies but contrary to what you think, it can do nothing about Brentford FC or London Irish making their own arrangements with private land owners.

Brentford also made an arrangement with a local school to use car parking but this fell through as many parents in the school didn't want the school to be used for this.  The owner of the business park (Enjoy Work plc) is in business to maximise return for its shareholders so you'd need to find a way to convince them that they shouldn't rent out space on their land because it isn't something the council controls
