Better public transport in itself isn't a 'stick' at all, it is a 'carrot'.

Evidence from Europe shows that better public transport on its own does NOT get many people out of cars.

You are conflating two different objectives.

Improving public transport will increase the number of people who use public transport.

Making driving and parking more inconvenient will reduce the number of people driving.

You may think they are the same but they aren't.

Better public transport can just increase the number of journeys made by people who take public transport already. That isn't the same as getting people out of their cars.

Cheaper public transport can mean more people taking public transport but fewer people walking and cycling as there is no longer a price advantage.  That isn't the same as getting people out of their cars.

Better public transport can provide more opportunities for people.  For example, the Elizabeth Line may mean that someone in, say, Maidenhead might go for a job in Canary Wharf as it is now viable to commute there.  But they wouldn't have driven there either, so that isn't the same as getting people out of their cars.

I think you are ignoring how much driving is habitual and in general 'carrots' on their own aren't a good way to get people to change habits.  A 'stick' is more effective way to get people to re-evaluate their habits.
