From watching social media posts and listening to residents over the weekend, there are many conversations with the clear theme that Hounslow Council is likely to be in breach of its duty to consult Emergency Services on the traffic schemes across the borough. Over the summer, it appears, that the Emergency Services let many councils know, including Hounslow, that there was an obligation on Councils to properly consult prior to any temporary, experimental or permanent scheme. As is usual. Consultation is different to being informed. And as we know consultation is not part of an experiment for the Emergency Services or the people or patients that they serve. Experimenting with peoples lives has never been a good look. In some cases it appears doubly worse and in Hounslow, although the Council may have informed the Emergency Services on some schemes, they were subsequently written to and told by the Emergency Services that they could not support the measures. As one resident has commented this also runs true to Hounslow Council not properly taking into consideration the Equality Act 2010 or any discrimination in regard to the Disability Discrimination Act 1995 and even the Human Rights Act 1998. The investigations are believed to be continuing, but failures by the Council on the above would mean that it is in breach of its Duty of Care. |
