Tom, I accepted the CS9 final design as tolerable, but the loss of bus lanes in that and the new temporary scheme is unacceptable to me. Buses are used by all ages and can carry far more people in all weathers. The temporary CS9 has numerous significant differences, especially the unnecessary and pointless closure of TGT, removal of various right turn spaces, and extreme narrowing of the carriageways. This in my view makes it unacceptable, with diverted traffic creating high levels of pollution for people already suffering from more than the average. This is not acceptable and I suspect at some point could form the basis for a legal challenge that may succeed. As to the analysis by TFL, it says 'Cynemon model is based on a blend of data sources including Census data, TfL cycle counts and surveys, and data from Santander Cycles'. SO there is no Santander data for W4 and any such cycle counts are inevitably biased to major routes. It then looks at future demand, but this merely builds in these biases and does not in any way account for COVID and its longer term effect. What is completely lacking in CS9, without any doubt, is any engagement with the local community and businesses to understand their needs or travel patterns. None. |
