Philippa, I don't think there is any need for stasi like reporting of neighbours who would then be dispatched for re-education. Like the other Paul I regularly see both large number of black bins outside single properties or bags ripped open by animals. This isn't necessarily a sign of ignorance or lack of consideration. We target one bin bag a week in our house but sometimes, for instance if we have guests, have missed a collection or have had a bit of a clear out it can go well above that. A larger family will generate more rubbish and it could simply be that there are more people living at the property. The issue of food waste in black bags isn't as clear cut as you make it out to be. Sometimes food waste and packaging becomes mixed together requiring it to be put in with general waste. There is not much a householder can do about this - I've tried double bagging but the bags still get broken into. |
