That is a question for his councillor colleagues. You could ask them if they have requested police to apply discretion and ignore anyone who looks as if they care where they were going or if they want 'zero tolerance' (even for retired Conservative councillors)

I'm assuming such matters are discussed in the ward police forums and assume these are attended by the wards cllrs.
