No, as long as the propery isn't a listed building or subject to an Article 4 Direction, then painting the external walls is permitted development, i.e. not requiring permission from the Council. However, the addition of any kind of cladding to the external walls of a property, like stone or slate, does require planning permission within a Conservation Area. |
