| At the risk of sounding crass I have to say that some people do not have the use of feet to vote with and,for them, a long flight of steps is simply not an option. Parents with buggies may feel that a free stairway is a cost-effective option when compared to a toll lift but that is not a decision that I would like to force anyone to make.
