The core problem is the point of view that councils should be applying charges based on something to do with the business' performance or the potential performance. That is not the function of a council. Revenue or profit based taxation is the domain of HMRC. Charges from the council should be solely based on the costs for the council. There are multiple issues also with pavement use fees based on actual revenues or profit - or indeed potential revenues or profits. It is, in short, not just not the role of the council but unworkable in practice. Oh, and a dumb idea. |
