Paul, IMO giving pavement licences is more than just a service; they are renting space to a commercial enterprise whom in turn make money from the space and as such should be able to charge a commercial level of rent legally; otherwise surely in effect those places able to fit outside seating because the pavement is wide enough are being subsidised and given an unfair advantage over those where the pavement is not wide enough and so unable to have the same? Perhaps the LA take the same view as you on this and believe they should cover no more than the cost of administering and policing thereof hence why it's so cheap .... in which case if I was an occupier benefiting from cheap as chips outside seating area I think I would keep my head down, pay the relatively very small licence fee compared to rent / rates and make hay from that space. Quite unbelievable how cheap Richmond is, how nice of their electorate whom must (I reckon) subsidise businesses' outside seating areas through their Council Tax ... (please note I am assuming that amount doesn't come close to administering and policing pavement licences and have no actual figures just using common sense!) |
