| Many people have happily used ordinary sized dustbins in Hounslow and Ealing for years and have protected their black sack waste from attack by vermin. The idea is that instead of actually targeting those who insist on not separating their waste and making sure that they have the bags and bins to do so they will make it more difficult for them by threatening them with a fine if they put out too much residual waste. They could have done the same without the wheelies but it would have been more difficult. Some Councils have instead of wheelies insisted that their residents only use the special bags that the Council delivers to them. Maybe Cllr Curran just sees himself as a modern day Pied Piper of Hamelin... |
