Very grateful to Adam for his advice about the legality of the CA which I am about to write to Sean Doran about. As far as the appearance of the area is concerned, there appear to be over 25 CAs in Hounslow probably containing all manner of assorted carbuncles, most notably in Chiswick the Empire House and its satellite shops on the ground floor, and also the whole of West Thames college where Joseph Banks' house is surrounded by those new buildings. I suppose the test of whether the CA should be applied to protect an individual building from an application would be the history of the building and number and quality of objections that occurred when the application was published - eg the Packhorse would probably garner more objections than Sofa Warehouse. |
