Any Conservation Area designation should (regulation wise) only have an impact on planning/heritage decisions, it shouldn't have any impact upon refuse collection. I'll stick my head above the parapet by admitting that I find the whole notion of suddenly designating a Conservation Area rather odd. It's obvious that this designation is only being 'rushed through' now to prevent the demolition of one building, and that really isn't what the designation process is supposed to be all about. I know the possibility of an extension has been mooted over the years, but you can bet your bottom dollar that had the P&T demolition possibility not come along this new Conservation Area wouldn't have been forthcoming anytime soon. Personally speaking, with the exception of a small number of buildings, I don't feel the identified area is of sufficient quality or character to warrant Conservation Area status. But therein likes a weakness in the planning/heritage regulations, there is no 'halfway house'. |
