| But it shouldn't be overlooked that any Council does have powers under Section 215 of the Town and Country Planning to require owners to tidy up/clear untidy land, be it a residential garden or a commercial car park. A power I used (or threatened to use) many times back in the day, in one extreme case after a notice wasn't complied with we got contractors in to clear the land and recouped the costs from the landowners...at which point the owner claimed something that looked like scrap metal to me was some valuable replica of some piece of engineering apparatus and was going to sue the Council... As for Empire House, one can hardly expect Landlease to bend over backwards after their permission got bogged down in a hopeless attempt at JR. |
