I agree very largely with what Guy says. I estimate around 10+% of residents in my ward live in access controlled flats. Should I just ignore them? It is of course wrong to lie about why you want/need access. This smacks of desperation. However I think that it is reasonable to ask to be allowed access to place literature in post boxes. Many modern apartment blocks have hotel-style doors i.e. no bells, knockers or buzzers. I would not dream of knocking on such doors. It would seem like an invasion of privacy. Most blocks of flats have tradesmen's buttons allowing access before 10 or 11 am. I use this option to gain access for leafleting but would feel uncomfortable about door knocking before at the earliest 9.30 am. I think a reasonable rule for canvassers/"flyers" is "if asked to leave by a resident then you leave - no ifs no buts and no arguing the toss about your legal rights." Another special category is residential care homes. I have spoken to residents in warden controlled accommodation but only at the specific request of one or more residents. Others I know have no qualms about cold calling but are usually rebuffed by the extremely professional and protective staff looking after such premises. It would be good to hear other peoples thoughts. |
