Yes it has, Alison. I can assure you that it was at the time of the implementation of H2B phase 2 that the property frenzy in London really kicked off. The purpose of that scheme, in my opinion, was to enable many frozen out buyers into the market (with taxpayers' money taking the risk) specifically to prevent the market from stagnating/correcting and to give the country vote that lovely property value increase glow ahead of the election.
