What a misleading name.  What it means is that developers offer a percentage of the housing they are building at approximately 80% of the asking price.  For that you get reduced space, quality and a separate entrance - generally referred to as 'poor doors'.  In the case of the Chiswick Curve that type of accommodation is referred to as 'intermediate'

There is an over supply of this type of accommodation and not affordable to the vast majority of people looking to buy or rent truly affordable accommodation.

What is needed is social housing in all the forms available eg Council homes for rent, shared ownership options, etc.
