From an engineering and technological standpoint? Without doubt yes. Are the drivers from 1-22 the best in the world? That's an impossible question to answer, as someone once said the best driver in the world could well be a goat herder in outer Mongolia and neither he, nor anyone else will ever know it. From a purely subjective point of view I would argue that the top 4/5 drivers on the grid, Hamilton, Alonso, Vettel, Button, Riccardo & possibly Raikkonen, although he has gone somewhat off the boil are as good as you'll get in any series anywhere, and arguably better than pretty much anyone else. That said it's entirely subjective, and the grid isn't as strong as it was 10/15 years ago due to a need for the smaller teams to employ pay drivers to allow them to compete. There's no doubt that there's excellent racing in the lower formulae, and definitely something that F1 could learn from, but I would still say that F1 represents the pinnacle of both driver ability and technological achievement currently, although the World Endurance Championship is coming up hard on the inside and unless they sort themselves out could overtake F1 in the next 2/3 years.
