In response to Dan Murphy 'the past is a foreign country - they did things differently there'. The only document that matters is the current Policy document dated January 2013. This gives the Council the ability to play whatever tunes it likes: seven streets, one street or even part of a street. However, whatever area it covers a proposed CPZ will not be delivered if either the operational case fails to stand up or an operational case exists but the residents clearly show they do not want a CPZ. It is worth reminding ourselves of two other points: 1. Nobody has ever introduced a CPZ without displacing parked traffic: that is the purpose of CPZs. 2. The Policy is completely silent on the effects of displacement and the Council does not therefore need to take it into account. People bang on about displacement but in reality nobody has a clue where non-resident commuters go when a CPZ makes a street into a no-go area for them. I don't know, street residents don't know, councillors don't know nor does the Council itself. How can anyone tell? If you look at the seven bullet points in clause 5.1 of the Policy some of them clearly contemplate that there will be displacement. |
